But, since that was several builds ago, and was an issue that affected ALL audio sources, I personally do not think that actually applies here. In which, a previous build had an issue where the audio service would crash and need to be manually restarted for audio to function again.

Although, note I am using Windows 10 Technical Preview Build 9925. Watching the audio services through task manager shows no sign of the audio service crashing. Once playback 'resumes', there is no audio. When I switch to any OTHER output connection (Optical or HDMI) then chrome freezes for a moment, and whatever I'm listening to/watching crashes and tries to restart. If I am using my onboard sound card (Realtek) and playing sound through the normal analog connections (headphone jack style), sound works most of the time. But where mine seems to differ, is it is not a 'constant' issue. Every other audio source except chrome works just fine. I've tried every step above, and nothing works.
